Components of Petrol Prices
Petrol is primarily made from crude oil as a raw material. Imports currently meet 75 percent of India’s crude oil requirements. As a result, international crude oil prices and foreign exchange rates serve as the foundation for calculating the price of gasoline at home. However, they account for only a small portion of the retail price, which is determined by a variety of other factors. In fact, royalties, duties, cesses, and dealer margin account for more than 57 percent of the retail gasoline price per litre.
To comprehend the mechanism for determining petrol prices, it is necessary to first comprehend the various stakeholders involved in the cycle from production to retailing of petrol, as well as the various stakeholders involved in the determination of petrol prices.
Daily Fuel Pricing: What to expect?
In line with global standards, public sector OMCs such as IOCL, HPCL, and BPCL have implemented daily price change mechanisms in all of their retail outlets across the country as of June 16th.
Every morning at 6 a.m., the prices at gas stations are updated.
Additionally, petrol pumps will now use a system of marginal differentiated pricing, which will result in different prices at different OMC outlets depending on location. A petrol pump closer to the supply station, for example, may have a lower price than one further away.
The Retail Selling Price (RSP) of Petrol
Petrol’s Retail Selling Price (RSP) is determined by a number of factors. Every two weeks, the Indian Basket’s average crude oil price is computed. This pricing is based on a per-barrel basis. The price in Indian rupees is also determined by the fortnightly average exchange rate.

Different Taxes
The Central Excise Duty (imposed by the federal government) and the State VAT are the two main types of taxation (Value Added Tax). These two fees are tacked on to the price that dealers pay. The current excise tax on petrol is Rs 21.48 per litre. The value added tax (VAT) varies by state. The VAT percentage in Delhi is 27 percent. Following the imposition of the Central Excise, the dealer commission is also added to the price. (As of February 1, 2016, tax rates) All of these costs add up to the final Retail Selling Price (RSP) of gasoline at the point of sale. Because of the different VAT rates in different states, there are price differences. The price of a pump owned by different OMCs also varies. These minor differences are because of the variations in margins & dealer commission. This entire process is explained in the above 75 second video. Here is an Infographic explaining the petrol price breakup starting from the price of crude oil till it reaches to the end consumer including the various components of pricing.
