The Prime Minister’s Citizen Assistance and Relief in Emergency Situation (PM CARES) Fund was created on 28th March 2020 under the chairmanship of the Prime Minister of India, Mr Narendra Modi. There was a need to provide relief to the affected people in the emergent situations of the pandemic of COVID-19 and therefore, a public charitable trust under the name of the Prime Minister’s Citizen Assistance and Relief in Emergency Situation (PM CARES) was set up. It is a dedicated national fund that was created by the Prime Minister of India in order to combat the dreadful contingencies in the country. The primary objective of setting up this national fund was to deal with the forthcoming emergencies or some of the distress situations in the country.
What Are The Main Objectives of The Prime Minister’s Citizen Assistance and Relief in Emergency Situation (PM CARES)?
Following are the main objectives of this national fund: –
- To support relief and to undertake or take the assistance of any type that is related to a public health emergency or any other emergency, distress or calamity, either natural or man-made.
- It includes the creation or upkeep of pharmaceutical or healthcare facilities, funding relevant research or any other support relating to the matters of public health.
- It also focuses to render financial assistance and providing grants of payments or taking some necessary steps that are deemed necessary by the Board of Trustees for the affected people in the country.
- It also aims to undertake any other activity that is related to the above objectives only.

The Prime Minister of India, Narendra Modi will be the ex-officio Chairman of the PM Cares Fund. The Indian Government, Minister of Home Affairs, Minister of Defence and the Minister of Finance will be the ex-officio Trustees of The Prime Minister’s Citizen Assistance and Relief in Emergency Situation Fund. The Chairperson, that is the Prime Minister of India, shall have the power to nominate around 3 trustees to the Board of Trustees and they will be the eminent persons in the various fields of science, research, social work. public health, law, public administration and philanthropy. A person who is appointed as a Trustee will act in a pro bono capacity.
